We love the campgrounds at Timothy Lake. While it can be difficult to get into, Gone Creeek has its own private boat launches, and doesn't allow day use, which keeps the crowding down.
Bathrooms are always clean here, campers tend to be respectful, and the trail around the lake provides a buffer, so if you don't have a lakeside campsite, then you can still get to the water, and let the dogs swim without disturbing other campers.
This is a great non-motorized sports campground, and the sites are fairly large and tucked into themselves so you're not sitting right on top of other campers as well.
The trail around the lake provides plenty of walking/running areas for the dogs - it's a full loop around the lake, so you can go as far as you and your dog wants to go. There's a trail to nearby Oak Fork Campground, and the amphitheater as well. Amazing views of Mt. Hood from this lake too. Highly recommend this campground.

Spacious sites You're definitely not on top of other campers in this campground
Quality facilities The bathrooms (vault toilets, no full restrooms, but there is running drinking water in the campground) are always clean, lots of dumpsters, dedicated boat launch, etc.
Good walking trails Easy access to the trail that goes around the entire lake, so you can really go as far as you want, and it's nice to walk through the campground itself too.
WATCH OUT
No full restrooms There is running water available at faucets for drinking, but no showers or bathrooms here, just vault toilets.
The lake edges can be full We've always been there with a full campground, and finding a spot isn't difficult, but there will still be plenty of people close-ish to you. If you have dogs that really go after people, this won't be the best place for them to swim.
Sites are always booked Sometimes you can get in on a canceled reservation, but this campground does book out really far in advance. When sites go up, you need to get online and get one.
