The Mary S. Young Park is a lovely urban park in West Linn, and is a partnership between Oregon State Parks and the City of West Linn.
This park has tons of nice, paved walking trails, and an unfenced off-leash area very close to the parking lot.

The off-leash area has its own chip trail, so you can get a good run in with the dogs before walking the rest of the park.
You can access the Willamette here - we saw tons of birds, and a sea lion trying to take down a sturgeon, it was pretty amazing. There are some areas on the water where you might be able to swim, but they're not technically off-leash, so really only if you're there by yourself, which is likely rare.
You can walk as little or as much as you like here, there are about 8 miles of trails, but they can be shortened, you can walk to the water and back, or through the whole park.
Callie had a great time here, it was a nice variety of things to see and do.
PROS
Lots of walking options As noted above, you can really walk the whole park, or just short sections of the paved trails.
Paved trails If your dog's feet can't handle gravel, this park is a great option.
Some water access Again, not technically off-leash areas, but if your dog is a wader, this might be a good spot.
Big off-leash area It's a big section of the park.
WATCH OUT
Unfenced off-leash area If your dog isn't good on recall, this may not be a good option for you. The off-leash area is next to the parking lot
Busy It's busy here on nice days. Lots of people here when it is sunny out.
